This early research paper focuses on the impact of the pandemic on governance, administration, and participation. With the outbreak of the pandemic, everyday life, as well as citizens’ duties, were severely affected. While there are numerous negative aspects of the coronavirus crisis in some fields, a  positive change and acceleration are visible. Th e author highlights the role of new technology on the governing and e-revolution that is happening due to COVID-19. The American rulemaking method known as notice and comment is presented as an example of a successful, broad implementation of online citizen participation as rule-makers. The research paper aims to show the potential of technology and stimulate reflection on the possible improvements of the mechanism in European countries.
